What the Business and consulting services industry covers

This industry covers the services one business buys from another in order to operate: legal services, bookkeeping and tax advice, audit, management consulting, advertising and market research. In the PKD classification these are divisions 69, 70 and 73.

Its core is small firms. An advocate’s or legal adviser’s practice is often one person; an accounting office is a few people serving several dozen clients. Advertising agencies vary more: from one-person design studios to media houses.

Out of scope are employment agencies, security firms and virtual offices, which PKD places in administrative services, as well as translators and photographers (division 74).

Number of companies and contacts

The REGON register lists 292,573 entities in this industry across Poland (GUS, as of 30 June 2026); the breakdown by voivodeship is in the table below. That is the size of the market, not the number of our records. Our own database (196,499 companies, as of 17 September 2026) is one of our sources and covers voivodeships unevenly, so the number of records for your selection is available on request – database status.

Classification

Scope by PKD 2007 and PKD 2025

Section M “Professional, scientific and technical activities” carries the letter N in PKD 2025; the division numbers 69–75 stayed the same. For a buyer one change matters: accounting offices (69.20.A) can finally be told apart from tax advisers (69.20.B) and audit firms (69.20.C) – but only for companies that have already updated their entry.

M 69.10.Z → N 69.10.Z
Legal activities: advocates, legal advisers, notaries, patent attorneys.
M 69.20.Z → N 69.20.A, B, C
Accounting and tax advice. PKD 2025 separates bookkeeping (A), tax advice (B) and statutory audit (C).
M 70.22.Z → N 70.20.Z
Other business and management consultancy.
M 70.21.Z → N 73.30.A, B
Public relations and communication – moved from division 70 to the new group 73.3; lobbying has its own subclass (B).
M 73.11.Z → N 73.11.Z
Advertising agencies.
M 73.20.Z → N 73.20.Z
Market research and public opinion polling.

Left code: PKD 2007, right: PKD 2025. Source: GUS, Polish Classification of Activities PKD 2025. The codes describe the scope of the industry – they are not a promise of a filter: today’s records mostly carry the source category, and a PKD code only where one is available. Whether you can select by a specific code is confirmed before you order. More: PKD 2025 and company lists.

An accounting office, a tax adviser and a law firm are three different markets

Since deregulation in 2014, bookkeeping services no longer require an accountant’s certificate, so accounting offices have no single official register. Tax advisers, advocates and legal advisers, by contrast, belong to professional self-governing bodies that keep public lists. In practice the same person may appear once as a business with code 69.20.Z and once on a professional list – with a different address.

Law firms often operate as professional or limited partnerships, while the partners also run their own sole-trader businesses. One address can therefore produce several records. If you want one record per firm, please say so: we will remove duplicates by address and phone number.

Legal form is also worth considering as a filter. A vendor of accounting software for offices with several workstations usually prefers companies; a provider of professional indemnity insurance needs exactly the one-person practices.

Sample enquiry

We sell software for handling accounting documents. We are looking for accounting offices (PKD 69.20.Z) in Wrocław and Wrocław county, ideally with a website. We do not need law firms or statutory auditors. Please send the number of records, the share with a postal address and the price.

This is a model enquiry, not a completed order. If you give us PKD codes, we will tell you how far they can be applied to our data – today the records mostly carry the source category.

What the export does not include

  • the firm’s specialisation (e.g. employment law, insolvency)
  • the entry number on the list of advocates, legal advisers or tax advisers
  • the number of clients served or the accounting software used
  • the name of the decision-maker in a company
  • revenue and headcount

Questions

Business and consulting services: questions about the export

We are not aware of one. Since deregulation in 2014, bookkeeping services do not require an accountant’s certificate, so offices are identified by PKD code 69.20.Z (69.20.A in PKD 2025) in their CEIDG or KRS entry, or by their category in business directories. In our data the basis today is the source category.

PKD does not distinguish between legal professions – they all have code 69.10.Z. A split is possible where the record comes from a professional body’s list or where the firm’s name indicates the profession. Before you order, we will tell you what share of the selected records can be split this way.

Because the partners run their own businesses at the firm’s address and each is listed separately. On request we keep one record per address.

Commercial information may be sent by email or phone only with the recipient’s prior consent (Article 398 of the Polish Electronic Communications Law; the provision does not distinguish between consumers and businesses) – the export does not include such consent. The data is meant for postal mail, preparing visits, CRM enrichment and market analysis. Details: B2B telemarketing and email in Poland after the change.
